It is mentioned that she canonically lost against Marisa a few times, even if she wins most of the times against her.

In PoFV Shiki gives a danmaku lecture to all the girls (Except for Yuka who she actually tried to kill) to make them repent for their sins, in Shiki's route she checks on the girls to see if they repented and gives them a harsher punishment (defeating every touhou in her route) when she notices they didn't repent at all.

tl;dr: She held back the first time with everyone except Yuka and she fought at full power the second time.

Yukari is a special case, Reimu fights her to get the border of the netherworld fixed, but in CoLA it is mentioned the border is still weakening.

It is pretty impressive that 70% of the Tenshi doujinshi there are pictures of online have been scanned. For Rika doujinshi, that value is around 50%. I guess that Touhou fans are more likely to scan their doujinshi compared to other fans.
