Study actually good drawings of heads and such. Copy them. Attempt to get a sense of the proper proportions. Experiment until you can tell what looks right and what doesn't. It is only through discipline and practice that you can develop your skill.

All I know is that there is an upper cranial mass (which is like a curved dome or sphere thing) and a lower facial mass which is this triangle form thing. Then the rest is just making sure it's all in proportion (which sadly to me is just erasing over and over "until it looks sorta right").

Don't worry about developing style; it's something that comes naturally as you find what you enjoy. I started making the transition pretty gradually. When I started practicing drawing nudes I drew the body to as realistic proportions as possible, but stylized the head animu style.

Eventually I made the full shift to just drawing realistically most of the time, but now when I want to draw animu, at least I'd like to say that my body proportions are somewhat grounded in reality. It really improves the quality too.
