I wouldn't really call Sanae a living god. Sure, she is a descendant of Suwako, but so many generations have passed that only a sliver of divinity remains. I would say she's more like a saint than a god. She can perform some miracles, but she's not immortal or extra-planar. So although you could make an argument for calling her a living god, I think that would be an overstatement of her powers.

Maybe Kanako is making Sanae become a youkai hunter because Reimu does a positively shit job at it, letting youkai run rampant around the Hakurei shrine and fuck people up. Reimu only bothers to do anything when there's a big incident, but she's not going to do shit if you're kidnapped by Sakuya and turned into Remi food, or gapped into Yuyu's belly. Even Marisa complains that youkai now have the upper hand against humans.
