someone made an animated video for the original /jp/ theme song that was made by Anonymous
They used their own OC characters for whatever reason, literally says this in the video
If you read the video description, it goes into more detail about the song, it references a lot of old memes and tells of a time on /jp/ long lost by now because newfags shit up the board and mods support this

I don't fucking know what program they used, but others in this thread and the comments section literally talk about the original artist so maybe track them down. Many oldfag OC creators got the autism and deleted themselves from the internet, so fat chance of getting in contact.
It probably wasn't any sort of complicated program anyway, you could do way better with mainstream programs. I don't know why you would care how this was animated, it look like paint or sai, nothing advanced. If you read the Animators Survival Guide, you could learn more than you ever could asking the artist who made this.
