I've had my IIDX pad stored away (improperly) for a while now while I took a break from rhythm games to heal my wrists.

this isn't even remotely accurate. even though the characters themselves are literally from the early 2000s, his designs and style are absolutely not.

attached image is what his designs and style were like in period.

compare this to today, or to the art of the final CS releases ten years ago, neither are stylistically similar even if its the exact same characters.

a more accurate criticism would be: because he has been the standard setter for such a long period of time, and because his characters are among the longest lasting and well known in general, his works can feel derivative because every artist who who came after were therefore shaped by his influence and works.

we also don't know what kind of direction he's receiving from the producers of the series. they're under alot of pressure to give the game the "nostalgic" feel it needs to continue to be attractive to long-term players, hence the derivative feeling compared to SDVX jackets which just need to mimic whatever is presently popular for "i recognize that!" factor. he's more than capable of drawing in completely different styles that we don't see anymore, like the stylized Xia in the 12th style banner versus the portrait Xia in the 12th OST cover. or the loud, brash, and vibrant 1999/2000 style versus the heavily conservative style of Sakura on the RED posters, or the resort anthem girls versus the post tricoro girls. but if the direction given is "last time was good, this time they're in a train" or "this time they're in a clock", then thats what he's going to give them. doesn't mean his design capabilities or stylistic approach is the problem.

anon, both the art he makes today and 10 years ago are 2000s styles. Just because his artstyle has changed, doesn't mean that he's magically transitioned his style to something resembling 2010s anime.
I think we differ in our definitions of 2000s styles. the way that I define it is in the ways that the eyes and hair are drawn since those are the biggest differences between the two eras. 2000s eyes tend to be large and angular. The hair tends to also be a lot more "fluffy" and detailed. Changes such like him switching from cell shading to using a softer style of rendering and abusing layer effects doesn't change that he has a 2000s style in my head.
also you are just outright wrong about him not having 2000s design sensibilities. even his most recent designs are painfully early 2000s. take himmel for example. he overdesigns her clothes, adding seemingly random ornaments, patterns, and a huge puffy dress. many designs in the mid 2000s and after has seen a shift away from such design choices to seemingly more casual, normal clothes (unless you look at idol or magical girl animes of course, stuff where the entire premise "requires" such clothes). this isn't a very good comparison, but a character designer with similar sensibilities would be nomura in that they both add a lot of unnecessary items to their characters for the sheer sake of complexity.
honestly, the derivative bit that you're talking about is completely irrelevant to me. Yes he can draw in different styles, but he has the same fundamental flaws in every style he draws in.
this is subjective of course and a lot of people will disagree with me, but I honest to god just think goli is a bad artist. he has made the same anatomical errors since he starting drawing for iidx (see the way he draws shoulders, boobs, the lower torso, neck, the fact that he is incapable or drawing a character in perspective) you could argue these are merely stylistic choices, such as the neck and boobs but in my eyes, I see them as mistakes in consideration to the types of proportions that he tries to draw in. I find his (now) weightless lines and rendering to be extremely boring. his designs are a mish mash of whatever he felt like thrown together and it doesn't work together in a cohesive unit.
