Fluent is a subjective term and not very useful for actually describing what stage of learning someone is at. Haachama is at the stage of language development where she can speak with confidence, but often mispronounces words and is held back most first and foremost by a lack of a large working vocabulary. She's likely able to read and listen fairly well, even if she can't parse some of the words or meanings. A good hint of how far she's progressed is when she said "ear of pizza" during the peppeloni bit. In Japanese, the crust of a pizza or the crust of any food in general uses the same word as ear - 耳. Unable to find a word for it in English, she directly translated it from her native language. To me, this is the biggest clue that she's no longer in the initial learning stage but is in the acquisition stage, where she can actively learn new words based off of their definitions in the same language and passively / readily absorbs it rather than having to drill it in her head.

The biggest problem facing her now is that she is no longer experiencing immersion, which she wasn't getting too much of in Australia as is. She's thankfully at the level where she will always be able to read and listen to English with no major issues for the rest of her life, but her conversational skills will likely drop right down the shitter unless she actively practices it. Luckily for her, picking up or even relearning verbal communication after learning to read, write, and listen to a language is arguably the easiest skill to get back, since normal person-to-person interactions are very simplified and you also have visual aids and other tools to clear up miscommunication. She's also an unlimited ball of energy and her willingness to continue her studies and the fact that we know she talks to HoloEN more than her own genmates is pretty telling that she's serious about it.

An EN gen would probably succeed but the issue is that it wouldn't do much to boost the jp gens because, for the most part, EN and JP are hitting two different audiences. Even if you passed EN fans over to the JPs via collabs (which so far the EN girls have demonstrated only has a nominal impact), the jp holostars would need to stream at EN friendly hours and produce EN friendly content to retain those viewers. It's not a practical solution.

The holostars need to expand their reach among japanese viewers. This means two things: appeal more to fairweather female otaku that aren't outright horny enough to just watch otome-pandering holostars as they are. And appeal more to male viewers that are filtered by 'homostars' and would rather be watching a cute girl instead. In both cases the answer is content and charisma, and you expand your reach to demonstrate that content and charisma with clout.
