Actually only Ange's high school years is her character development, the Ange of 1998 is more like the player or reader, and Ryukishi07 trying to teach her how to think and how to accept the world around her. Seriously, the Ange of 1998 was my favourite part from Ep4

Ange was introduced at the very end of episode 3.

Do you remember the impression you had of her at that time? That was her basic character we were introduced to. All of the scenes in episode 4 about Ange up until right before she goes to make her appearance in episode 3 is thus character development, since it serves as explanation for the character and personality she first showed in episode 3.
