Also the audience for games by Illusion etc is a pretty limited part of the already small eroge market, most people seems to think that 3D games are gross.

It's active, but it still is a niche market that doesn't warrant wasting a lot of money on it.
Developers aren't just poor and lazy, they are small groups of people that aren't all that good. They aren't capable to write Crisis-like engine or buy pre-existing one.
And even if they were able to do that, there would be like 10 people capable to run the game, because market is populated by old as hell PCs, because japs don't use them for gaming.

I think there is a difference between 3D games and games with 3D. A lot of the 3D games really lack the gameplay that is popular, like ADV or whatever the most common eroge type is called.
