Apparently you can blame the concept on Itaru. Romeo and Tonokawa wrote the original script about equally. R07 had minimal input and I think I read that Romeo brought him on as a guest writer because they're friends. And R07 wrote the entire Lucia route within a short time long before Romeo had even started his work, which is why it's so disconnected from the rest. R07 either took a story he had already written and modified it to fit the given characters/setting or he wrote the entire route only with rough character outlines given to him.
Rewrite+ is a different story with Romeo basically taking over entirely as writer for consistency and to fix story issues.
