Well, not really. A lot of western comics are about different thing, just not the popular ones. And popular Japanese comics aren't actually about everything under the sun; they tend to lack originality too. You have your shoujo romance, your shounen fighting, your cooking/sports/gambling/pick-a-random-generic-activity manga. The core plots are very few. Again though, the less mainstream manga tends not to rely on cliched, hackneyed plots.

Pick subject. Anything will do.

Make protagonist a genius regarding the subject, however it's something he's never done.

Introduce protagonist to the subject, with other people/the future rival going 'whoa' regarding his talent.

Protagonist starts training regarding subject with a challenge versus the rival being the goal.

Protagonist wins challenge, end manga or introduce new rivals from all over the place and repeat.

If you decided to continue on, introduce new super techniques along the way, meaning more filler training chapters. If applicable, make a rival a female and future love interest.

Continue for 400 chapters, most of your readers will have started getting bored by then so start wrapping it up with a new super rival/original rival appearing. Milk it until chapter 500 when you finally end it.

Having said that, formulaic shounen can still be good. Ippo is hardly mould breaking whilst still being enjoyable.
