So, just out of curiosity because I started playing on that flash game over at gamedesign.jp:

How do you know initially what hand you're going to aim for? Is it something where instinct just takes over after you play a lot, or have you memorized all of the different kinds of hands so well that you know what would be the best to aim for at any given time?

Also, is the ability to read discards something that comes in time as well? My success with that doesn't seem to be all that great, and I'm hoping that I won't deal into people all the time forever.

Try playing like this once:
-If you don't start with at least a pair of an honor tile, discard it.
-If you have multiple honors in your hand (1 Haku, 1 Hatsu, 1 Chun), discard them all first. Look at the discards of the other players and discard the honors that have been discarded the most first. (the honors that have not been discarded have a higher chance of being drawn by you and making a single honor into a pair before you get rid of all of them)
-Look at what kind of honors you have. Your seat wind and the round wind or dora tiles. Know that if you have 4 sequences and an honor that is a guest wind (not your seat nor round wind), you can get the yaku pinfu. Otherwise (if they are yaku pai) you should aim for 3 copies of those tiles.
- If you have a relatively good hand, but 2/3 pairs and don't know what to discard, if you have a pair of an honor tile (that is not a dora tile) discard that one.

-if you get rid of all honors early, you won't be in a pinch of having someone else's winning tile for his 1 yaku 4+dora hand in your hand and can't use it.

-Keep your hand closed most of the time and aim for tanyao pinfu. Try to convert 123 into 234.
If you have 12 and draw a 4, discard the 1 if you don't have any other useless tiles. Both sequences need the same tile, but 2 4 can be converted into 45 for ryanmen wait (wait on 2 tiles)
-1234 or 6789 can often turn into 123 34/45 or 56/67 789. Otherwise, you can make it into a pair and a sequence 11 234 / 123 44 66 789 678 99.
Even more effective with 4567, which can become a 45678 / 34567 sanmen wait for 3,6 or 9 / 2,5 or 8

Unless you start with a pair or a pon (or go for kokushi musou), honors are bad. Even 9s are better than honors. If you start with 7-8 different honors or terminals, you can go for Nagashi Mangan (don't call anything and only discard 1s, 9s and honors, nobody calls your tiles = mangan on exhaustive draw), if 10 or more --> kokushi musou.

Things that can help are:

I'm pretty sure Nagashi Mangan is probably harder, and riskier to go for than 13 orphans. You've got the chance of converting into an ordinary hand if you try, but it's probably just going to remain garbage. Better to go for the 13 orphans with a possible eye for converting to all honors, hon-rou-tou, or in a pinch chanta, and if it's not coming together, just bail; no sense getting hit for the slightest chance of winning a simple mangan.
I've played enough games to see about 10 Yakuman between me and my opponents, but I've never seen anyone come close to nagashi, it's probably rarer than 9 gates.

The two fictional characters Nise Akagi and Haramura Nodoka play exactly like that.
They calculate the probability of any tiles showing up like a computer and deal tiles so they have the highest win/point ratio.
I try to play like that too.

The only problem with playing like that is that there is no noise. The more logically you play, the easier your hand/discards are to read for your opponent's.
This is why it's too hard to read a "noob's" hand in mahjong (remember the Saki episode (chapter) when Mako played in the finals)

Just one thing before I go to bed.

n, n, n+-1 (667, 344) are really good combinations, because they can be made into n,n,n (666), n-1,n,n+1 (567) or the n,n (66) can be used as a pair. No player will carelessly discard a tile of this set.

Depending on your luck however, you can end up with 4 of those. Then you better hope for a chitoitsu (7 pairs)

Going for fast win is a bad strategy.
Always go for the biggest hand that you can.
Think about it, 1 mangan hand is equivalent to 4shitty 2000 hand.
But the hardest hand to upgrade would be having a yaku pon with no dora in your starting hand.
Always keep your hand close unless you are going for a toi toi or chin/hon itsu or you need to chi for the last san shoku or you just want to cockblock someone with a tanyao.

(1)23(4) would have been good for you hand.
The first discard here should have been 西 (Xia/West) because out of all 4 copies of that tile, 1 is the dora indicator and another one was discarded in the first turn (=there was only 1 西tile out of all those 136 tiles left, not to mention that the last one was discarded right after that.)

When NoName declared riichi in the next hand, dealing the 1man, playing defensively and discarding your 1man right after would have been the best. (but I suppose it's too late for that now)
