In Japan it's more or less one ethnicity being racist to others.

Think of it this way: America is a melting pot of culture. We don't have any true distinguishing feature, accept that perhaps we are ignorant/selfish (which half of americans are).

Now look at Japan. It was an isolationist island which closed its borders at different times for various reasons. Even kami-sama only looks over Japan. Everyone is a part of Japan and it is rather uniform, but that is believed to be a cultural strength. Schools have uniforms. People introduce what company they are part of before their actual name. The mind set is "we are japan" and so they uphold what they believe japanese should be.

So yeah, foreigners get looked at. Its just something different that they don't get to see very much. But thats not to say they don't like you. I was at the Osaka aquarium (fuck yeah whale shark!) and found that I was being stared at by children more than the fish. We are just interesting and rare.

In fact I think for most things about Japanese culture, even stuff unrelated to their perception of foreigners, Japan needs to be divided into 'Tokyo' and 'Not-Tokyo' categories, it's just that different.

In Tokyo, no one will give you a second look as a foreigner. There may be a thousand japanese to every one of us or however many, but by now the novelty has worn off and we're just another citydweller wandering around going to work and shopping and eating whatever.
