A lot of nice songs have come out recently, just nothing with the cultural pull of Matryoshka, for example. I attribute this partially to Youtube superceding niconico. nico encourages derivative works and cohesive culture in a way that YT does not.
I think you're also less likely to see meteoric rises to fame like wowaka or kemu since YT's algorithm favors established producers. This has the side effect of making the vocaloid scene less of a meritocracy. Great tunes get ~200k views, Deco*27 songs are guaranteed millions even if they're standard fare. Harder for new producers to reach the top of the hill, even if they're musical geniuses.
These are both reasons why you might not find top-tier Vocaloid music as easily as before.

Because she pretty much invented what we call Vocaloid today. It was originally some serious business software for backing vocalists when Crypton decided to have a singer voice act while recording, and give an anime girl face and had her be the first release of the new improved and easy to use version of the software (Vocaloid 2).

Vocaloid already has a small following, in particular Meiko and Kaito, but the general public only got to know the software through a few meme songs and covers like Levan Polkka of that anime girl singer that exploded, in particular because of the partnership with a growing video website calling Nico Nico Douga. The most influential producers started with Miku during this period, and even now over a decade later they still influence most Vocaloid works today, and pretty much all Vocaloids that followed and had some success had some inspiration on Miku (which Yamaha didn't like, as Miku forever poisoned what they wanted to be a serious instrument for musicians and not a niche japanese otaku tool).

Of course, Crypton also worked very hard to keep Miku on top (even at the cost of it's other products), ever since she was a nino nico meme up to now with tons of merch, concerts and games.

It's kind of a mixed bag because I have a VERY broad taste in music, I'll listen to literally anything fast with a hard-hitting beat (and even then I have plenty soft songs in my playlist), but regarding your question, many songs that have ugly combinations are generally just fitting for that song - like how Panda Hero had flashy neon colours and murky dark colours, but it's really fitting for that song in my head.

There are plenty of cases where I associate a song with colours in its PV, like Golden Number by iyowa, and pv colours are typically very nice, so many times the colours don't bother me. The SCaP version of Aku no Musume is my favourite song of all time, and the tango arrangement needs more love, I adore the whole Clockwork Lullaby series, all of mothy's old songs 'cause I'm a sucker for pre-2010 Vocaloid, all of his Rin songs 'cause I'm a Rinfag. 'Swear an Oath on that Bridge' is my favourite newer song and gives me 2009 feels.
