Between the earth and the moon there's actually a border leading to Gensokyo. But during their journey there Neil and the others weren't allowed to continue to the moon by Kaguya and had their memories erased.

The Americans though panicked when the module disappeared into the border so they had to stage everything and replace the transmission. And that's pretty much why the Russians didn't try to unmask the fake landing. Seeing both the disappeared shuttle actually return and the Americans transmission of the landing must have made them think they had technical issues instead.
