Not impossible, really. With zepplins and current technology and lightweight materials you could make some significant sized airships. The issue here is a continuous need for fuel and expendable supplies(water, etc) and stormproofing. Storms are pretty bad up in the sky.
So impossible? not by any means, no.
Improbable?
Unless you find a huge sponsor with large funds for investment and prove it as a viable industry for tourism, transport and other products it's unlikely to happen.
