Why make a military coop or purchase an island when you can make you own. Materials to make an artificial island such as Dejima isn't that hard. The dutch did it back in the 1800's.

Not impossible, really. With zepplins and current technology and lightweight materials you could make some significant sized airships. The issue here is a continuous need for fuel and expendable supplies(water, etc) and stormproofing. Storms are pretty bad up in the sky.
So impossible? not by any means, no.
Improbable?
Unless you find a huge sponsor with large funds for investment and prove it as a viable industry for tourism, transport and other products it's unlikely to happen.
