Well, it would be understandable, but not by any physical means. Such non-universe entities can be understood through the use of descriptors that exist beyond the universe- namely, mathematics and logic, neither of which actually require anything to exist to remain valid.

Indeed, it's this property that makes the two the perfect means by which to understand everything that exists in the universe. All that needs to be done is to create a matrix equation in x rows and y columns, where x is the number of particles in the universe and y is the number of properties they posses. This versatility remains even if the entire universe is removed, as the math remains valid even if it no longer has an application.

Withholding unknown valued souls inherently lowers their value. Ones sent to hell are already considered of a value too low to be reattained.
