Of course they are. Their period dress is strongly reminiscent of Late Renaissance to Early Modern France. They wear those darling little mobcaps and lots of frills.

Pic is an example of 17th century finery. Take note of the queen's mobcap and frills. Quite similar to a lot of Touhou Project character dress, isn't it? Frills, lace, poufs, flared dresses, silk, and of course the infamous mobcaps, that the fans have dubbed Silly Hats.

I should think that Remilia's origins were in the Bourgnon area. She probably grew up as the daughter of some dauphin, a wealthy merchant, or someone of lordly bearing.
