Of course they are. Their period dress is strongly reminiscent of Late Renaissance to Early Modern France. They wear those darling little mobcaps and lots of frills.

Pic is an example of 17th century finery. Take note of the queen's mobcap and frills. Quite similar to a lot of Touhou Project character dress, isn't it? Frills, lace, poufs, flared dresses, silk, and of course the infamous mobcaps, that the fans have dubbed Silly Hats.

I should think that Remilia's origins were in the Bourgnon area. She probably grew up as the daughter of some dauphin, a wealthy merchant, or someone of lordly bearing. How she was turned is sure to be a lovely story, I wonder if ZUN has elaborated on it at all since last. Or if he's forgotten about his little French mobcap-wearing daughter entirely.

Either way, I hope those of you who want to stick it in Flandre and Remilia don't mind women who are au naturel. It is a French custom, you see...
