Well I've finally cleared out my pile of unfinished games, and am ready to take something new. I've been thinking about getting Higurashi, but I've heard that it's a kinetic novel and that the art is infamously bad. Would I be better off just watching the anime (which I've heard is quite faithful) in that case?

Things you could do:
1) Read what's been translated by fans
2) Wait for official translation
3) Use something like AGTH/ATLAS (+dict) to read it. (Going to want an understanding of japanese grammar to do this).
4) Watch the anime anyway and read the VN when translation comes out. It can still be entertaining, but don't expect an accurate portrayal of the VN.

There is nothing wrong with Key's anime adaptations except Kanon 2002. Most of the hate comes from butthurt over the route chosen.

Others complain about pacing, but all of them are about as slow and boring as the source material.
