No. Quick, yes, but the "smart" answer usually leads to a BAD END. Shirou's never been able to formulate a battle plan that didn't result in him being killed. Hell, half of the BAD ENDs are the direct result of not having Rin around to hold his fucking hand. Being brave and stupid is exactly the entire god damn point of Rin's route.

Most of the situations he is in, the plan is either 'Tun' or 'jump in'.
And he is CLEARLY shown realizing that what he does is stupid and liable to getting himself killed and should do the logical thing, but he jumps in regardless.
Cause he is fucking distorted. If he didn't realize that what he does is putting him in danger and actually believed it's a good course of action, then YES, he would be stupid.

Also, Shirou rescues Rin or is composed more times then she does.
