From what I gather, Sakuya is very, very loyal to Remilia, issues of pay aside. The canon reason hasn't been defined, but I prefer to take the 'former vampire hunter' thing as truth. It adds an interesting element to her story. Remilia beat her, then spared her life, and Sakuya was touched and enamored enough to declare loyalty to her right then and there.

Shit, I wouldn't mind spending a few hundred years with a badass awesome lolivamp either.

Sakuya is the only maid that does a damn thing in the mansion. All the other maids are fairies, and they're inept enough they can't really do anything but take care of themselves and shoot bullets at intruders. So Sakuya does pretty much all the cleaning, and not for terribly much pay, either.

My theory is ZUN wanted another couple like Mugetu and Gengetu, but remember to draw the correct wings this time and also to pay homage to Dio Brando. He hadn’t thought of a possible vampire hunter plot, even less so some very discretely concealed Lunarian plot – so subtle no actual compelling evidence exists. My theory also states that he predominately made the game as a doujin shmup, influenced by older taito titles with the same theme but more vert than omni-directional, and as such didn’t really care about plot until much later when an unexpected bandwagon was created and he tried to give the series more direction. This also explains why canon is shit.
