Not true. It varies from place to place and era to era. I believe at present it depends where you are, but in Meiji for instance I think it wasn't a requirement anywhere. In all cases however, the requirement was just for when you were a shrine maiden, and nowhere were people expected to renounce sex for life before they could speak to imaginary beings.
