And the most common usage is to describe attraction to children (in general, pubescent, pre-pubescent, or otherwise). Most commonly, this definition of 'child' is anyone under 18, even if local age of consent laws are lower. Because societies (first world ones) generally consider them not to be adults until at least that age. And if one is not an adult or a senior citizen, one is a child.

Ergo, any attraction to children under 18 years old, in most civilized countries in the world, is considered pedophilia.
