For non-Japanese-language names that is pretty much the norm, yes, though sometimes Chinese names are written in kanji (especially those of historic figures). It's not uncommon for the katakana spelling of the names of fictional characters to be the only official spelling.
That said, sometimes Japanese people do spell their (usually given) name in katakana, be it because it's made up of complex kanji or just to have it stand out somehow.
