Well, youkai is a general term for any fucked up being, so you just can't about them in general.

This. How do we know that these pretty ladies prancing around are exactly who they appear to be? The forms they're in could have been deliberately chosen as their TRUE forms could be so hideous and frightening that one look could drive a human mad. I just do not see youkai as having all the right "parts" to successfully have children or even warrant having a sex drive.

Rinnosuke's very presence seems to suggest youkai are capable of sexual reproduction (and cross-species sexual reproduction, no less).

The loner mentality of most youkai doesn't seem to lend itself to sexual urges, however. They may get them, but either they're not at all common or they're not strong enough to be difficult to ignore.

Let's look at some circumstantial evidence:
There are multiple pairs of sisters in Touhou, Remi/Flan, Satori/Koishi, etc. Sisters suggest shared parents and sexual reproduction.
Youmu had a father, who was confirmed male.
Humans sexually reproduce. Humans have become youkai.
It is very likely that at least some youkai share human sexual characteristics and behaviors.
