I look for a few things, do I have a "han" pair, do I need a quick win, can I go for honitsu, pinfu, toitoi, chitoi, ittsu, ippekou, chanta, etc... Just try to get an idea of a good winning hand and see if you have at least 6-7 tiles for it. Pinfu is extremely easy for the most part.

I play the game for fun, which is why I choose to not play on the 4chan server.
The game becomes much less enjoyable when you play against people who have no clue what they are doing,

Simple really. In 0000 most of them play defensively and won't play into obvious hand. There is a lot of feeder in 7447 which bump up their point.

Mahjong is mostly luck wherever you play.

Skill just lets you make the most use out of the luck you get.

7447 has a great mix of players from horrible to excellent, so it's a bit of a grab bag. If those bad players never get chances to play however, they'll never improve.

I like the atmosphere more than L0000, and usually tend to play a bit better when I'm not concerned about ranking up and stuff.

When you have no honor tiles at the outset, do you start by trying to discard away one suit of tiles (such as the sou tiles here)? Or maybe discard the most isolated tiles regardless of suit?

Let's say you decide to keep the 8 man, even though it's an almost completely useless tile, and discard one of the pin. Discarding the 1 pin is a better choice than the 6. The 1 pin is useless without a 3, and if you get a 3 you would still get a 234 set. With the 6 you could get a 456 set or draw a 7/8 for another potential set.

Also 33% 1st is not "only" 33%. It's a pretty good rate. Pic is my stats because I want to showoff too.

And for the 33% thing, I wasn't really trying to showoff. I just placed it in the wrong light. Rather than saying 33% win, I should've said something 66% lost (ranks 3 and 4; I never get 2nd). I understand my victories and they are never really that great. It's either a result of rons between two other players or I just get extremely lucky starting hands.

You're acting as if 4000 or 3100 were nothing and that's wrong.
A 4000 tsumo makes for a 6000ten difference AND the dealer is changed.
If you can rob the other players' chances of making good dealer hands with 3-5k hands it's totally worth it.
