Now that you mention it, I can't swear I've seen someone of note specifically state that there's two on wakizashi koshirae, but then again, I haven't seen anyone state the opposite either, and it seems that with the katana being the "standard", any deviation would have been pointed out.

Still, not happy enough with that, I went to http://home.earthlink.net/~steinrl/koshirae/koshirae.htm and found:

Okay, that makes sense.
The idea I went with was that Hakurouken is purely a "workhorse" weapon without any symbolic or social significance, and so would be tuned to fit better in the left hand than in the right. But on the other hand, when the Konpaku clan was still living, it seems unlikely they were higher on the food chain than merchant samurai, so their weapons would probably have been plain and unmodified.
Either way, seems like two it is.
