Evil is subjective. Here, I'm just using the term as it is used when describing an Evil Twin.

Reiuji is Reimu's doppelganger. Mind, when I call her Evil as in Evil Winged Reimu, I'm only differentiating between her and the ordinary Reimu without wings. Reiuji is more stupid than malevolent or evil.

'Ambition' was the wrong word. I more meant that she was generally lazy. She does go all determinator once she gets started, but it takes a lot to get her going most of the time.

Utsuho is dumb as toast, but we've yet to see anything that would argue for her being lazy.

And Suika/Yuugi... works, but would be a bit boring. Essentially you'd have Suika permanently attached to Yuugi's tit like some overgrown ogre baby, and a very bored mountain queen. Sisterly drinking buddies and partners in terror and manhunt, sure - but that's as far as their relationship would work.
