Continuing here if anyone's still interested in the Komachi outfit. I likely won't be cosplaying her myself.

First, there seems to be some inconsistencies with Komachi's dress, and it's hard to see exactly what everything is supposed to be.
One version seems to have a white undershirt, a blue sleeveless dress, and some sort of white skirt/apron. The other version seems to have a blue vest, a white knee-length dress, and a blue underskirt.

SWR complicates it a bit more since the "blues" in the vest and skirt don't look like the same type of fabric. Although perhaps that isn't a problem, but only allows for more variation.

Initially considered dark blue velour for the vest, but this is very hard to paint/iron/print on. Thick cotton would probably be better.

Undershirt: White satin. If you're going with the apron style, get a plain kimono pattern off the web for the base, add frills or puffy sleeves at your discretion. Otherwise, start with a short dress pattern and leave plenty of room for pleats.

Tanned leather, glossy side out. Lock with a (discrete) strap on the side or under the clasp.
The cloth under the belt (not sure if it's part of the belt or just kept up by friction) looks brown in PoFV, but more like those saffron monk robes in SWR. Somehow get the feeling of really thin leather, but this would be way too expensive to find in a sheet this large. Get some thin denim and dye it at home.

The shoes seem to be zori sandals (plastic ones?).
Those should be easy to make. Just restring some flipflops appropriately, or make your own from the ground up.
If you use wood, use plank or block instead of plywood. Keep the direction of the grain the same as the of the foot, otherwise it'll split under the arch if you step on something pointy.

Back for a moment to the crests and "milky way" patterns. Iron-on printer paper for home use is available, but I haven't been able to find any English site that has it. If you're in Scandinavia, Clas Ohlson should have at least one brand.
If you have materials around or know someone who has, try silkscreen printing. I'm not sure how this works with white prints, but silkscreen prints are generally more resistant to wear and tear.

Back to the scythe, there seems to be some inconsistencies whether the haft is straight or curved.
For a straight haft, just get a plain wooden rod. File down the sides until you get an oval cross section for blade alignment - though you're obviously not going to fight with a plastic scythe, it's annoying as hell having it swing around of its own weight.
For a brown haft, mix a fine gruel of nescafe and cold water and work it into the wood hard to accentuate the grain. Finish with furniture gloss, painted or aerosol. For a black haft, just hobby paint and finish with aerosol gloss. Alternately, you can mix a sort of lacquer with one part varnish and four parts house paint, but this is very time consuming.

Tough before you lacquer the scythe, make preparations for fitting the blade. Cut a score into the side of the haft, about 3/4 of the way through; either drill to depth and finish with a chisel or saw from the top down, depending on your preference. Make the score slightly narrower than the tang for friction. Fit the tang and drill through both haft and tang for 2 or 3 retaining screws. Widen the holes on both sides to make room for screw heads on one side and nuts on the other. Finish the screws/nuts and insides of the holes in black.
If you intend the fit to be permanent, mix sawdust and wood glue into a cement and cover the nuts and screw heads. File down with fine sandpaper and finish with the same lacquer as the rest of the haft.
While it might annoy purists, screws > glue for durability. Nothing so quite so embarassing as having a character defining prop come apart on you.

About fabrics, I'd personally choose cotton (for blues) and satin (for whites). The blue vest would probably be the most time consuming part to sew, closely followed by the blue skirt.

Speaking of which, does anyone know if there's any official pic of Komachi from the back? Her portrait in SWR doesn't show the back of the shirt entirely.

Googling for "kimono pattern", a couple of decent patterns come up on the first page, so finding a base kimono pattern isn't a problem. Some vest patterns come up as well, but most would need to be broadened under and in line with the arms. Also, before getting started on the vest, decide if you want to show cleavage as your default style or not.

For the underskirt (if you want it) you can use a permade pattern, but for the blue skirt patterns won't help. Just look at the pics from SWR and built it up piece by piece.

Going back to the hair, most people who contemplate cosplaying Komachi probably already have the appropriate length hair ready to dye. I've never seen twintails on a wig, so can't say how it would turn out.

For the hairbands, just get some wooden beads and paint blood red in several layers. Tie a string through and dip in varnish after the paint dries. Let the beads drip dry. Tie them up on some red fabric elastic and hide the knot inside one of the beads (use a crochet hook to pull the knot through).

Alternately if you're feeling advanced, marble the beads with 3 parts red and 1 part black oil paint.

Her audience, consisting of Mystica and Wriggle, was sitting upon chairs made of ice. The lake beneath them was frozen solid. There were trees on the shore, but they were pretty dead from the cold. Sitting beside the podium was a frozen frog, looking somewhat dazed, as if it were saying, "Hey, what happened? I feel cold... geez, I got such a hangover..."

"Cirno, my butt's cold," complained Wriggle, shifting left and right in her chair as if she were... well, wriggling.

"Well, you see," began Cirno melodramatically, "it all began when Mario, the princess and I went to Dinosaur World for a vacation."

"Nine," grumbled Mystica. Wriggle nodded in agreement and placed her cape under her bottom in an attempt to keep warm. It didn't work.

"Now, then, I suppose I could go into detail, but since we're short on time, I'll cut to the chase," said Cirno loudly, trying to make herself heard over the commotion. "People think I'm an idiot."

"I-I was just going easy on him!" stammered Cirno, frustrated. "He was no match, so I let him have that win!"

"Ugh," sighed Wriggle, facepalming.

"Well, anyway, maybe I don't feel like testing my strength!" continued Cirno. "Mental strength instead for now! I'll prove to you I'm not stupid! C'mon, give me a math problem, any math problem!"
