Letty is considered more powerful because she is a yuki-onna rather than some low-level fairy. Fairies, such as Cirno and Lily White, are hardly powerful and any average youkai hunter can deal with them with ease.

If you are going to compare fairies, then Cirno is indeed the strongest. Although not the brightest.

Also, whether or not it is Spring has nothing to do with Lily White's power. She's not an embodiment of Spring like Letty is the embodiment of Winter. All Lily White does is announce that Spring is arriving. That's her ability. To herald in Spring.

You do know that none of that really matters. There really is no such thing as canon in Touhou. Even words from ZUN himself change all the damn time depending on what he's had to drink when he said them.

Hell Letty could be so powerful that in the very dead of Winter she could beat the likes of Yuka, Flandre, Yuyuko or even Shikieiki herself. But that isn't the point of any of this. If common knowledge is that Letty and Cirno are friends then they are until ZUN says its false.

And even then no one will believe him anyway.
