What's "special" about Gundam, and Gundam knock-offs (Code Geass) is that the Gundams and MSs are treated like cheaply mass-produced weapons on the same level of rifles. Otherwise, how would hundreds and thousands of them sprout up out of nowhere without huge national economies devoted to all-out war manufacturing? Gundam especially are treated like relics the heroes just find laying around, or in the care of some group, etc. Where they are actually product of some national development effort, it is aways a small secret government or corporate project that is done all by one scentists (with other people just being techs ad other support personnel).

What this boils down to is that every wierd two-bit cult, faction or group can have at least MSs, and apparantly the means to repair, supply and fuel them. Treize's group for instance -- it appears to be little more than a gang of rich kids, and maybe a few wealthy families. Yet they have shitloads of mobiel suite armor and other military hardware that lets them challenge the world government.
