You must run exe with data directory parameter exactly as that bat file does. Just using applocale will not work.
Also if you have corrupted game data files in some way or updated half of the game, it will fail.

When you uninstall the game, don't overwrite the older folders. The uninstall wizard sucks, because it leaves quite a few folders on your harddrive. Delete them, and then reinstall again. That's how my problem was solved.

The reason it gives you the version problems is because you left the translation while updating. Uninstall the game and make sure all translation files are gone (you might have to manually remove them), reinstall, and only after updating should you apply the patch.
It's also the reason I'm not playing at the moment. Amusing how I know exactly what's causing it yet I still have the problem myself.

It can take hours your first time patching. That may be what's holding you up.

For those with the client version issue, try extracting this to wherever you installed the game. It's everything that was modified in the last two weeks minus the sound folder.
