ZUN doesn't care to make his Touhou's 'deep' or dramatic. It's simply not his style, when he says someone is crazy it's usually the wacky kind like Marisa because it's all in good light hearted fun.

Not to say that fans adding their own depth to characters is necessarily bad. Some of the better doujins show Flandre in a kind of tragic light, but it's just not ZUN's style so you'll only find that in fan works.
