They can, and sometimes they do that, but it bothers me. it's a bit immersion-breaking to see modern lingerie in the heavy fantasy setting. And even leaving that aside, there's still less of it than in a full-fedged modern game (be it school setting or not), and I just like modern lingerie more.

Also Miel tends to have the girls wear a perverted version of their outfits and as far as Ishii's previous work go, I think he has an easier time customizing the uniforms and making them more distinct from game to game (likely because uniforms are just simpler clothing to begin with) while several fantasy games have the lewd version of the heroines main clothes be the exact same thing but without the chest part. Especially if it's about knights, there was a time he did like 3 knight games in a row and everyone followed that pattern. It got really boring. He has since gotten much better with that, either by having less knight girls, or by not simply removing the breastplate and being done with it.

Here's an example of what I mean, a trio from a school-setting game and from a fantasy setting he around the same time. The knight girls' armors lose all their uniqueness for the lewd design, it just removes elements without adding anything to really make it look like a racy version of the base outfit or keep them distinct from each other instead of just "forgot to put on my shirt today". The one girl who wears a cape loses it, why?
Meanwhile the school setting one had more variety going on, they don't lose their identity as much. Everyone has scenes with the regular uniform too, but that doesn't really invalidate what I'm saying: ironically enough, the school setting is offering more variety here.

That said, Akira Ishii got much better at making lewd fantasy armor since that game when he cares to. But sometimes he does just lapse back into it, that monster gir/gijinka game he did had pretty much the same issue.

Oh, I tried. They tossed me back and forth between different departments for 3 hours and got nothing solved. I think the 'let's shorten the length of the skirts' thing is honestly pretty lame and could be replaced with something different entirely. It works with school uniforms, but looked pretty ugly on the third knight girl with pink hair there. Yukikaze is so iconic a character not just because of her actual character design, which is really just basically Lily Ramses from Tentacle and Witches, but also because her taimanin costume design is three parts cool, cute, and sexy.
