The chances are slim to none. This will be the 10th Cave port, and so far none of them have been released outside of Japan. For 360 alone there's DeathSmiles, Ketsui, Daioujou, and Mushi Futari. Those 4 alone are more than worth it, and there's plenty more. Shooting Love 200X (from Triangle Service) is surprisingly good, and Raiden IV is also coming out I believe.

Your only choices to play games from a different region (specifically in this case JP) you would have to import a JP console. That gets really expensive as the console itself is $200+ and you are typically forced to get EMS shipping which is also ~$100.

You can indeed change the region of your 360 by modding it. You need an Infectus 2 modchip with the Downgrader addon board (You need this to get your 360 kernel down to an exploitable one.) After using the downgrader addon to preform the timing attack to get a vulnerable kernel loaded, you then need to launch code that will get your CPU key (which is used in encrypting the NAND contents.) Once you get the key you can then proceed to modify the KeyVault contents to change the region flag of your kernel. It's a really roundabout and in-depth way of going about it, but if you factor in the cost of the chips (~$60) and a second 360 (~$50-120 on ebay, depending on if you want to preform x-clamp/heatgun fix and some other tlc), it still comes under the cost of an imported 360.

Doubt it, Microsoft really tightened shit down on the inner workings. It's not like the Wii and PS2 where you just had to bust down the door and be let loose on all the hardware it had to offer, 360 has all sorts of internal locks and checks. At this point you could just buy a 360 from all 3 main regions and just flash the DVD FW on those and be set, it would just end up costing you more.

No, the 360 is region locked, it just depends on the game. Some games are region free while others are locked. Playasia has a list of games that are region locked.
