Some probably can handle it, but as a rule of thumb, no.
Japanese cuisine is completely devoid of spicy flavours, except for a few exceptions like wasabi.
I had to eat either Korean or Chinese (Mapo Tofu is not that spicy as Kotomine makes it out to be) when I was there if I'd wanted spicy.

Good wasabi is hotter than that would ever be. Much Korean food is spicy, but most of the Koreans I know don't even like to eat their food with much spice. If I really wanted to scorch my tongue, however, I'd find a good Indian restaurant.
