Saber using Excalibur lowered the damage enough to survive it and Shirou projected Swords as a shield survived the attack too.
Roa with his best regeneration survived Arc's attack.

So, it's not a matter of HAX only.

Gil has the best firepower, but Arc is a monster in stats supported by a planet.
There are so many different things that can tip the battle over, it's ridiculous, so unless a setting is provided, speculation is too wild.
Still Arc is FAR MORE DIFFICULT to kill in comparison(since she survives absolute method of death). When in doubt, give Arc higher chances.
