Ships are designed for the current technology, not future technology. Which means if your fire control can only aim for 20 miles, you'll only give slightly more than 20 miles worth of elevation.
However that does mean that in the future you'll have to modify your ships in order to keep up, such as lowering the gunwells to increase elevation if you're Japanese. But hey, that's not your problem right now
