That's a weird way to misinterpret what Azuma said, because the thing she was referring to was actual characters who were acting within the scene.

He's said he doesn't detail things extensively and leaves most of it to the artist because he's not an artist, and that ideally he'd leave everything to the artist's discretion (aside from the plot and dialogue, I assume)

The inclusion of Komachi is weird. She wasn't prominent in any other manga or any plot line. Nobody likes her hanging around, not even Kasen. Reimu said she didn't invite them but why did the same group still come every chapter but not anybody else like the Yakumo or Eientei? Maybe Komachi has a closer relationship with Reimu than we thought.

Honestly if Komachi doesn't end up having a little mini-arc herself I'll assume it was artist choice. If it wasn't that, which I suspect (because unlike Cirno Komachi keeps showing up), expect her to be relevant later.

Yukari is a rare face and the folks of Eientei are still pretty solitary. Komachi is actually someone Reimu has called a friend before. I don't think anyone particularly *dislikes* having her around seeing as they know she doesn't reap souls. At least, I haven't gotten that impression. Rather, Komachi doesn't hang out with anyone much--when she's skipping work she either hides where no one is or goes to Kasen's secret hermit world.

You also have to consider it's an interview and there's no telling if this is actual fact or just what he's saying. Earlier in an omake Azuma said he gave pretty clear "how" type instructions, and even more "recently" she mentioned that Okina's character design was made different. We only have what is said. I am not making up anything, if you can't read it don't complain to me
