Cases started being find out last week. ~50 so far. It is because of people that travelled to Italy after it was already booming there. We prepared a month or more of food before the cases, though. People are not finally stocking up a bit themselves, but nothing super drastic. You can buy food and toilet paper just fine. Well, might be a bit hard to get bread if you are going to the shop at 8pm.
The Japanese have been hoarding for a while now. They are want to reopen schools, but I wouldn't be surprised if it is just to close them again soon after. Technically not all are closed anyway. At the very least I think Japan is going to be one of the countries that have a steady supply of new cases, but won't go super insane in numbers. The people seem to take it seriously enough. The problem is if they start relaxing.
This doesn't look like a lot for the crossing. It is noon even. And people are definitely keeping more distance from each other.

Well, the thing is with natural disasters is that people might die, but it is going to be from the disaster itself. Even a region is hurt hard, the rest of the country will be fine and they can deliver needed supplies. Having the whole country under some sort of quarantine restrictions is a different beast.

That is exactly my hypothesis. I think the whole thing started with Japan. There was a rumour in Japan that their toilet paper is produced in China and the flow from there will be cut. That caused toilet paper panic there. Turns out all of the toilet paper in Japan is produced locally, but people still continue to horde it. And that went around the world just like the virus, without any sense of logic to it.
The only argument is that if you plan to close yourself at home for good, you will have toilet paper for a while. But even then, you don't need more than a few packages (depending on their size) for a month of toilet paper. Or you know, just wash your ass. Of all people the nips that have the fancy toilets shouldn't worry about toilet paper.

here's the command I used
ffmpeg -i $(youtube-dl -f 22 --get-url https://www.youtube.com/watch?v=GgioHxnB8f4)) -ss 01:28:36 -t 00:00:30 -c:v copy -c:a copy yuno_cab_test.mp4
then I converted it to webm as normal.
that command will seek to the time and take 30 seconds of vid, BUT when I tried it with better formats it seemed like it was actually downloading the whole video. format 22 was the only one that worked for me.
I think the command above took about 2-3 minutes to run. When I tried the better formats, I let it go about 10 minutes before killing it.

will grab 60 seconds of video.

I had some difficulty getting different programs to take the "live=1" or "--live" parameter - without it, the server will reject and throw an error.

For other cameras that just provide a stream of still images, you can capture these with curl usually, or ffmpeg. The issue with these is that they don't provide metadata so your capture file won't have framerate in it and you'll have to edit it in afterwards.

For me, I'm not sure there are any - so far I spend more time getting the source video, and picking out a cut. After that converting to webm is usually pretty straightforward. Granted, I'm still learning about video compression but I generally like to work directly with the tool for those things.

I'm at a total loss as to how to get certain video to just... stop being 4-5mb. Hiroshimoot will never cave on this, yet I see ffmpeg wizards on /wsg/ fit entire minutes of footage into their limit.
Can't speed it up much because it makes the size bloat from color changes and ruins the video. Can't cut the framerate from 30 because the downwards movement becomes choppy. I only got it under 4 (and under 3) by shrinking from 1280x720 to 1076x604 which sounded like the least effective option.

Expect more backlog bumps soon.

Volcanic activity around Owakudani (Mt. Hakone)

The Japan Meteorological Agency has issued an eruption warning level 1 (note that it is an active volcano).

I think a lot of schools are having their opening ceremonies, even if they're going to continue being closed for a few more weeks.
But right now the most populous and most affected areas are taking the most precautions. Japan's testing rate is ramping up but their number of cases is still fairly low.
The biggest problems are people being stupid (people wanting to leave Tokyo and move to rural areas to "escape" the virus) and the fact that the Japanese government doesn't have constitutional powers to carry out a lockdown.
