In my experience, EMS always goes to customs.
Airmail goes through the regular postal offices, so it's a coin toss.
UPS has less chance, because they are more separate, but don't count on that every time. The last time I was getting stuff from them, it was my doll but that might have been the seller company who managed the no tax.
