From Reimu's point of view I think that's what she did. All she had to go on at that point was that Miyoi was her closest lead, not that Mijoi is the cause of the incidents. Sure she knows that Mijoi is a youkai (oni do not lie and we heard this from Suica), but that in itself doesn't justify assault and apprehension on the outset.

She was revealed to be a suima (酔魔 lit. "drunkenness demon"). This is a species that ZUN made up, it's based on the word suima (睡魔 lit. "sleep demon" but more so refers to the condition of being sleepy or drows). Like a sandman I guess. Also she's the literally the Ibuki Gourd. Not a tsukumogami as far as we know, but rather a spirit inhabiting the gourd I think.

Of course oni aren't physically hurt by beans. But youkai are weak to psychological attacks, so it's the act of throwing beans and what it means ("oni, get out!") that hurt them.
Just like paper doesn't really hurt physically, but amulets are effective against youkai.

It's only Suika who doesn't give a fuck, and even welcomes being beaned. The way I see it this is due to one of two reasons, if not both.

1) She's the strongest oni, so fuck it.
2) She's the strangest oni so weaknesses don't apply to her.

To elaborate a little on 2, Suika is the only oni who doesn't kidnap humans, the only one who returned wholeheartedly to humanity (Kasen is still technically a hermit), and one of the only oni we know to lie.

Kasen is an oni who was known as duplicitous and conniving, even when she was whole. My personal theory is that drinking from her box of medicines 1) turned her into an oni 2) exacerbated her worst oni traits until she became this absolutely violent, evil, terrible being.

My reasoning is that this facet was brought up regarding her drinking vessel, but nobody we saw turned into an actual oni (Kasen is SURE it will change you, though). Further the only oni traits we see in those who drank from it in WaHH only demonstrated the bad oni traits (belligerence, loudness, being quick to anger) and not the good/Touhou traits (being honorable, being honest). Also Ibaraki's legend in reality is that he/she was originally human, and became an oni. I think Suika's legend is also something like that, or could be. Her's is a little more varied and confusing.
