Considering the hypothesis of me having an imouto, if she went and got into narcotics after my/other parental figures advice not to, then it was her fault to begin with.

Otherwise if they got her into it by force, I'd proceed to beat however was responsible for it half-to-death and force him everyday after wards to help in her recovery. If by the time she recovered he still didn't give up his ways, I'd leave him with a lifelong psychological trauma for ever going against other people's younger siblings.


If you meant "running over" by running them over with a car then the answer would be slightly different.

If she survived, I'd proceed to run the assailant with a car and put him in a hospital for 2 years with severe compound fractures.
If she died, I'd start by sounding my car's horn in a specific manner to alert him, as soon as he started to run, I'd run him over and leave him well enough so he could recover after a few weeks or months in an hospital. I'd repeat it until he died of old age, leaving him in a wonderful state of constant panic whenever he heard the horn sound.
