Just play all the games in whichever order you prefer, focus on the ones you enjoy the most until you can consistently 1cc them on normal or above, then work on the other ones. PC-98 ones are optional due to being so different from the Windows ones but it's good to give them a try too. There's no set order to do anything, just do whatever you feel more comfortable with.

Good game entry points are EoSD (requires a few extra steps to run perfectly on Win10 though), PCB and MoF. They're all relatively easy, with EoSD being the hardest of them, and don't rely on previous games. Once you hone your skills and get your first Normal 1cc, you can just play the rest in chronological order. The PC-98 games are fun, but they require an emulator and they're mostly a different continuity, so you might want to save them for later.

Just don't start with SA because that game is pretty hard, and for my own personal recommendation while the games a bit too new to properly judge WBaWC with otter... anyone, really, is shockingly easy. If you can't get a good grasp on the other games and no one game immediately clicks with you, try that.

Outside of Lunatic there are very few instances where the game does "if you don't do thing RIGHT now you're dead" without proper warning, in most cases you should be able to have just enough memorization to remember the basic idea of how a pattern goes and how to deal with it. Even more often than that, a focused look at how a pattern develops should be enough to give you an idea of what to do without any memorization whatsoever. It's much more learning than memorizing, I'd say.
Also, consider trying LoLK out, as despite the game's crazy difficulty it doesn't send you back to the start if you fuck up (but then again this is the one game that loves throwing surprises at you and punishes bomb spam, so it might not give you the best playing habits).

i'm taking exception because a lot of recurring questions and complaints exist solely because some folks are unwilling to put in the work with practice mode/tools (or to watch a replay). the distinction between learning and memo isn't particularly important when someone just needs to get in the lab and should be told as much. people will figure out that distinction on their own, anyway, and fine-tune their practice habits accordingly. the only people who won't are those who'll refuse to invest the time, and they're going to remain ignorant and bitch no matter what you do. better to focus on the parties that matter and keep the message simple, since it's easy to for newbs to look at what you wrote and think "oh, all i need to get a general idea and wing it", and be held-back and frustrated. and expect the telephone effect on top of that.

if anything, it's better to share what people might not figure out on their own, like the existence of tools like spoileral that can greatly increase practice efficiency.
