With due respect, it should be noted that Konpaku Youmu has had canonically silver eyes since the 13th installment of the Touhou Project, Ten Desires (2011) and this is still true as of the 17th installment, Wily Beast and Weakest Creature (2019). The current eye color resembles the one found in the character design of Gamefreak's character Saitou enough to warrant further investigation.

It has also come to my attention that Takegarou, known for his work on Katanagatari, might be the character designer responsible for the alleged plagiarism.
Takegarou had previously been under suspicion of having plagiarized Konpaku Youmu in 2007.
In his work Katanagatari he purposefully had the deuteragonist of the work, Togame, cut her hair to a hair style resembling the one of Konpaku Youmu. As a result, the character in general looked a lot like Konpaku Youmu, in particular her design in the 7th installment of the Touhou Project. It should be noted that this event predates the 11th installment by 4 years and in the 7th installment as well as parts of the 8th installment, the character Konpaku Youmu still has red eyes much like Takegarou's character Togame 3-4 years later.

However, as of now, it is still unclear whether the alleged plagiarist Takegarou is indeed familiar with the Touhou Project series of video games.
