While I'm not sure if they're the definitive best that the series has to offer, PCB 4, IN EX and LoLK 5 are my favorites. They're fast paced and great fun to play through, especially paired with their respective background tracks.

The music, the pacing, the aesthetics and everything else in it really convey an athmosphere of "shit hit the fan this time" and the stage really feels like there is a Lunarian invasion going on. I was profoundly impressed the first time I played it and it made LoLK an instant masterpiece for me. The only bad thing to say about it, is that it sets the bar so high that the next stage cannot hope to match its predecessor and feels depressingly boring in comparison.

I like TD 3, it's slow and relaxing with music to match. Even Kogasa drops by, just to give you some resources. I'm surprised people prefer TD 4 over it.
