Yes they are! I went in june and bought 7 fumos in tokyo and 1 in osaka! I also have a little guide on standby because this has been asked enough times
Here's basically the thing, finding fumos are a crapshoot. Outside of akiba hobby, there's really no guarantee. Try surugaya by the station and the 6 floor one by mandarake as well as shinjuku surugaya. Also try mandarake. Unless someone bought them, kbooks should have a v1 reimu, 1.5 yuyuko and 1.5 alice all for sale, however, for 6480 each, they also had a hatate for that price but I bought her. Lashinbang is a thrift store and they have a plush section, although I found nothing when I went a few days ago. Outside of those stores there really no where to find fumos, sadly.
Basically surugaya always has some it seems

And kbooks can but you need to have some luck to get a fumo worth 6400

due to characters like hatate (who was in the 60s when she was released) getting a fumo, its really up in the air. but if they were to go by the polls, it would entirely be kogasa before momiji, unless a newhu makes her way into the top 20, a la shion

Chestnut mouth for Luna, this is non-negotiable. I would personally like a fang on Sunny just like Flan, but a plain smile would be fine too. Star should be deadpan like Reimu.

i'm sad that i will never be able to own a deka fumo, forever too expensive. i'm sad too because i could afford one when they came out but i wasn't into touhou at the time

Sorry, I'm new here but what are the chances that certain fumo get re-released? Do they tend to just be the most popular ones? The one I'm interested in the most is Kaguya, but I'm not willing to pay well over $200 for her.

For now I just plan on waiting until Flan gets her re-release in October.

Kaguya is probably not getting re-released ever again, no reason for them to do it 8 years later.
I recommend buying her used, that's what I did and it worked out really well and cheap.
