Nhentai has maybe. 65% of the stuff that exhentai has with the missing bits being only on exhentai ranging from just basic doujins to the stuff the law is actually addressing. It also gets its material directly ripped from exhentai so with no exhentai it will have no updates until it finds somewhere else to pull from which will be wildly less reliable than exhentai.
