It's inescapable given the source material, which is Japanese folklore. Hell, compared to European mythology aside from maybe Greco/Roman stuff, Japan is pretty sexy.

That being said, I always saw it as almost irrelevant to the setup: everyone you see is female, so the query of sex need not be brought up in the same way it would have to be if you had male and female characters at once. Zun is likely going to have to tackle the subtext of romance and those kinds of feelings if he ever decides to bring a non-senior citizen man into the plot, but that's not going to happen in the foreseeable future, so all we can do is speculate with doujins.

Keep in mind, when I say "sex", I mean it in the way people on the opposite ends naturally interact with each other. Star Wars is for kids and tackled that issue in both the OT and PT while the ST only did so really awkwardly and forced. Basically, its about the relationships forming naturally.

Keep in mind there's a dichotomy in Japan. If a character isn't sexualized or is only mildly sensational, they'll get plenty of sexualized fan art. La any cute character or action hero types. While explicit fanservice may only get a few notable pieces, they're too easy. Satanachia or the Senrans, etc.

While Touhou character are squarely in the conservative character design. A lot of the designs show hardly any skin. So that means they'll get a lot of attention.
