I wouldn't say that at all. Plenty of big name games are still in 4:3 and barely anything is ever above 720p. For what it's worth, the fact so many games are in 4:3 isn't a technical issue, it's an art one. Plenty of eroge artists hate drawing in 16:9 because it just results in more dutch angles or cropped images. 4:3 as an aspect ratio is much easier to draw sex scenes in a way that doesn't require either neck-breaking angles or cutting out vital bits of the image.

Usually for those scenes they'll just make the CG wider than the frame and pan across, and it works fine for those since the only girls who get cut out of frame are the ones not getting fucked.
