Flashing the 360 firmware can let you play burned games, but it still doesn't remove region protection on the discs or console. The "Tales of" series would be Japanese-only if Nintendo hadn't asked to localize ToS themselves; Namco assumed it wouldn't work because of their shitty work advertising ToD and ToE. Katamari would have never made it here if a bunch of reviewers and other people hadn't played the Japanese version and urged them to localize it, and then when they did they didn't have the balls to release it as anything more than a budget title.

Unless people get organized and prove that there's a large number of people who would buy the game (and probably DLC as well) if it were localized, NBGI doesn't care.
